Seit Mitte des 18. Jh. waren die Mitglieder des Militärs, Staatsbeamte, Hofwürdenträger nach Vorschrift gekleidet - uniformiert.

This development first culminated in France during the reign of the Emperor Napoleon. It was taken up in Austria during the preparations for the Congress of Vienna that brought all the influential personalities of Europe to the old Imperial capital in the Winter of 1814/15. Uniforms worn by officers and civil servants as well as liveries ? the clothes worn by servants ? express a conformity with something higher, a greater whole. One wore "the Emperor’s coat”. This implied duties held in particular esteem during the age of Enlightened Absolutism.
